When the news broke that the carnival would be held this year, and would, in fact, return to the capital, the United States Embassy quickly issued an advisory to its community about what to expect and how to act during the rowdy season. It spoke of the expected 'disadvantages' to the season including blocked roads, random Rara gangs trafficking in the streets, massive crowds and general disturbances. The advisory compelled US citizens to proceed with caution if they would observe or participate in any of the festivities, or to swiftly vacate any area where the celebrations looked ready to 'overflow.'

The told the American public in Haiti to watch out for Rara bands passing through the streets. They were to park their cars, not attempting to drive through the rush, and lock their doors with their windows up until the crowd had passed. They were told to not wear expensive jewelry, as the celebrations presented opportunity for thieves to accost the unsuspecting. They were to also keep their wallets and money in a front pocket, avoid using bags hanging loosely from their shoulders and to stay on the main road, in the view of the crowd, at all times.
