The government's 2015 carnival budget, as announced by the newly-appointed Prime Minister Evans Paul , was 143 million gourdes. The cost received criticism for it was announced at the same time that the country was being rocked by strikes against the cost of petroleum products. However, with it being the 7th carnival celebration, and perhaps the last, organized by this administration, no cost was perhaps too exorbitant for this year's celebration.

The regular festivities include special Rara events, which is based on the Easter customs celebrated by peasants. Because of the strong religious aspect of it, Rara is often considered street vodou, as the female dancers often follow male vodou leaders in the procession. Some 16 musical groups were chosen for the days, along with over 100 other bands, including Djakout #1, Sandro Martelly, and T-Vice among others. They performed a multitude of genres from zouk, rap kreyol to konpa, under the theme "Nou tout se Ayiti" from the 15th to the 17th of February.
